In 1998, Bill Clinton signed the Iraq Liberation Act, the stated purpose of which was "to establish a program to support a transition to democracy in Iraq." This Act preceded Operation Desert Fox, a four-day bombing campaign intended to "degrade" Iraq's ability to manufacture and use weapons of mass destruction.
